Bonn climate talks begin on June 16 and serve as the basis for potentially significant outcomes at COP30 in Belém, Brazil, later this year. Although technical in nature, the negotiations have significant implications for global climate ambition.
Here are some topics to watch for, according to a report by the World Resources Institute (WRI):
Adaptation: Countries are expected to further narrow a draft list of 490 indicators to track progress towards the global goal on adaptation and chart a path forward during COP30. Developing countries may also raise the possibility of setting a new adaptation finance target, as the current target (set in Glasgow) expires in 2025.
Global Stocktake: Expect discussions on how to pave the way for a formal COP30 outcome that accelerates the implementation of global inventory commitments, including transitioning away from fossil fuels, tripling renewable energy capacity, doubling energy efficiency, and halting deforestation.
Finance: The $1.3 trillion financial roadmap from Baku to Belém—the product of the last two COP presidencies—will not be formally negotiated in Bonn, but it is shaping up to be a key deliverable ahead of COP30. Negotiators will likely use side events and gatherings on the sidelines of the formal talks to explore tools and approaches that could help achieve the target.
Nationally Determined Contributions: NDCs are not formally on the agenda in Bonn, but how the world should respond if these plans fail to materialize will be on everyone's minds. The tracker shows that only 22 countries have submitted new plans so far. If fully implemented, these would reduce an additional 1.4 gigatonnes of carbon dioxide by 2035 compared to previous plans—leaving a gap of 18.5 gigatonnes for 2°C and a gap of 29.5 gigatonnes for 1.5°C.
